Delaware nonprofits have an open state funding opportunity to review now. The General Assembly’s Fiscal Year 2028 Grant-in-Aid cycle is accepting General and Veterans applications, with a December 4, 2026, deadline at 3 p.m. Both tracks opened September 8. This guide was checked against official state materials on September 18, 2026.
Grant-in-Aid provides supplemental support for nonprofit services to Delaware residents. It can be relevant to organizations addressing community needs, but it is not a grant automatically available to every safety project. Begin with program eligibility and allowable costs before investing in a full proposal.
General Grant-in-Aid: assess organizational fit first
The state’s published qualifications call for an incorporated nonprofit, or an organization under an incorporated nonprofit parent, with two years of operation before applying. Additional requirements address board governance, staffing, accounting, nondiscrimination and demonstrated community support. Programs must meet unmet human needs without duplicating services of other state-supported agencies.
The state says applicants must not request funds through a fiscal agent. Do not assume that fiscal sponsorship alone makes a new organization eligible. The qualifications also address financial statements: an audit, review or compilation within the preceding three years is expected, with an explanation and supporting records if the organization cannot comply.
Several costs are excluded, including capital equipment, building purchase or renovation, child daycare, lobbying and partisan political activity. Services benefiting people outside Delaware are also excluded. These restrictions matter: a strong proposal for an ineligible expense remains an unsuitable request.
Veterans Grant-in-Aid: a separate application track
The FY2028 Veterans guide provides a separate application process with an eligibility questionnaire. Its request section permits requests for services, operating expenses or both. Veterans organizations should use that track’s instructions and confirm their eligibility through the published program materials and the designated state contact rather than assuming the General application is interchangeable.
The Veterans guide also explains how registered organizational contacts can collaborate on the application. Establish responsibility for the budget, organizational records and final submission early, especially if volunteer officers share those duties.
Award amount and match
The public overview and application guides reviewed for this article do not advertise a standard award range or a universal matching percentage. That is not a guarantee of unlimited funding or a waiver of other funding conditions. Ask the program contact to confirm any category-specific limits or contribution requirements before finalizing a budget.
The General guide requires the total program requests to agree with the requested Grant-in-Aid amount in the revenue section. Build the request from documented services and realistic costs. The guide’s example amounts are illustrations, not promised awards.
How to apply and what comes next
Start at the official application page, review the correct FY2028 guide, and use the linked Grants Management System. Access requires a My.Delaware.gov account. Complete registration and eligibility checks well before the December deadline; a saved application is not necessarily a submitted application.
Senior Center and Senior Center Transportation applications are not open yet. The state lists January 4, 2027, as their opening date and March 12, 2027, at 3 p.m. as their deadline. Keep these future windows separate from the currently open General and Veterans tracks.
The application page also flags changes under House Bill 190 for the FY2029 cycle, effective July 1, 2028. Organizations should prepare for those changes while using the requirements applicable to the present application.
A useful community-safety proposal explains the service gap, the residents who will benefit, what the requested funding will pay for and how results will be measured. Choose a defensible measure of service, keep supporting records and confirm all final conditions directly with the state before submitting.
